Windward provided MEP and fire protection engineering services as well as security, telecommunication infrastructure, and lighting design associated with the new 145,000 SF State Emergency Operations Center (EOC). The building houses administrative offices of the Pennsylvania Emergency Management Agency (PEMA), Pennsylvania Department of Transportation, Office of the State Fire Commissioner, and the Office of Administration’s Radio Project Office. The building includes spaces for the Federal Emergency Management Agency/Department of Homeland Security and the Governor and Lt. Governor’s offices for use during an emergency activation.
The State EOC contains a Tier 3 data center, media briefing rooms, training facilities, and storage for 16 PEMA emergency operation vehicles. The building can sustain uninterrupted operations during activations. Features such as N+1 redundant HVAC, electrical, and UPS systems, advanced state-of-the-art telecommunications systems, and a hardened building core (shelter housing the PEMA EOC) comply with current Building Code and U.S. Government UFC standards for emergency operations centers and security.
