Windward provided MEP, security, telecommunications, and special lighting design services for the new 828,000 sf Keystone State Office Building, and a 108,000 SF subterranean parking garage on the State Capitol Complex. The project includes a wide variety of spaces such as administrative offices for various state agencies, hearing rooms, the Pennsylvania Emergency Management Agency Central Administration and Command Center, a heliport, public exhibit spaces, a daycare center, archival storage spaces for the Pennsylvania Historical and Museum Commission, a cafeteria and a 200-vehicle subterranean parking facility.
From project inception, the Commonwealth of Pennsylvania and the design team endeavored to produce a facility utilizing the latest proven technologies for energy conservation, building control, and security. Heightened concern regarding the security of public buildings led to a design that incorporates many design elements to guard against potential threats, including terrorist attacks. In addition to architectural design strategies, electronic security systems were designed to include complete perimeter video surveillance with high-resolution color cameras, video matrix switching, and digital image recording. Card access systems with photo badging to speed authentication and interfaces to parking and elevator control systems are also included.
Engineering services began with conceptual design and continued through the construction phase.
